Because the SDAHA must commit to participation in the National Tournament and such commitment requires the USAHockey National Tournament hosts to assume attendance by a committed state, it is imperative that all commitments be made in good faith and with a certainty of attendance upon which USAHockey can rely. Failure to do so, will result in sanctions against SDAHA and therefore the following obligations must be followed. In addition, as each team attending will be representative of the entire state, team selection and coaching recruitment shall be the responsibility of the Development Committee (Dave Smith, Chair)
Every age group must propose sending a team to the National Tournament Team through the National Tournament Team sub-committee (Doug Clark, Chair).
a. The submission must include a proposed Team General Manager who has agreed to assume the responsibilities required to organize the team, and the attendance at the National Tournament.
b. The submission must include the following:
a. Proposed Budget for attendance, and proposed itinerary for Tournament attendance;
b. Proposed Schedule and committed dates to this point;
c. Proposed opponents on non-committed dates;
d. Date and ice time proposed for try-outs.
Upon submission, the sub-committee shall assess and ask necessary questions. The sub-committee shall respond with an approval or a non-approval with the current deficiencies in the submission noted.
Upon approval, the sub-committee shall submit the proposal to the SDAHA through the Development Committee, and then to the State President. The SDAHA executive shall then independently assess the proposal and if approved submit the proposed participation to the appropriate USAHockey channels.
Upon submission, the Development Committee shall seek and recruit in cooperation with the Team General Manager a suitable coach. The Development Committee shall then on the ice-time scheduled in the proposal arrange and conduct the tryouts necessary to comprise the team. No player shall be placed on the team without trying out, or upon a waiver submission to the Development Committee which prevents attendance due to a hockey related excuse, or injury. For 2009-2010, all eligible-aged players shall be invited.
